Ichkerian Representative Joins International Appeal Opposing Russia’s Entry into Turkic States Organisation

CHECHNYA WATCH · 8 November 2026

An international appeal addressed to Turkish President Recep Tayyip Erdoğan has brought together national movements opposing a proposal to involve Russia in the Organisation of Turkic States (OTS). Chechenpress reported that a representative of the Parliament of the Chechen Republic of Ichkeria was among its signatories; that representative’s identity and capacity could not be independently confirmed from the available sources.

The initiative, promoted by the Government of Independent Tatarstan in Exile and circulated on 3 November 2026, rejects Kazakh President Kassym-Jomart Tokayev’s proposal to give Russia observer status in the OTS or to allow participation through an OTS+ cooperation format.

The authors argue that Russia’s inclusion would contradict the organisation’s purpose of strengthening cooperation among Turkic countries and peoples. They also express concern that the proposal could increase Moscow’s influence inside the organisation.

Chechenpress reported the appeal on 6 November, describing the participation of a representative associated with Ichkeria’s Parliament. This reported participation has not been established as a formal resolution adopted by the Ichkerian Parliament.

A separate statement from Ankara

The proposal also drew commentary from Kürşad Zorlu, deputy chairman of Türkiye’s governing Justice and Development Party (AKP), who is responsible for relations with Turkic states.

In remarks reported by Anadolu Agency on 3 November, Zorlu discussed the requirements for observer status, including the role of Turkic or related languages as official languages in applicant countries, and said that other cooperation formats would depend on agreement among the member states.

A later Chechenpress article dated 7 November reported his position. There is no established evidence that Zorlu’s statement was issued in response to the signatories of the appeal.

Why it matters

The initiative places a reportedly participating Ichkerian parliamentary representative within a broader network of national movements disputing Moscow’s claim to speak for peoples under Russian rule.

It also connects advocacy concerning Chechen self-determination with a diplomatic debate about Russia’s potential relationship with Turkic institutions.

The distinction between participation by an individual representative, a collective appeal and a formally adopted parliamentary decision is important when assessing its institutional significance.
