Purpose and contents

Directive No. 66 approves a regulation establishing state registration of normative legal acts and assigns implementation and oversight responsibilities to presidential, ministerial and departmental offices and to the National Committee for Legal Reform.

The regulation provides for centralized collection and registration of legal acts, coverage of laws of Parliament, presidential acts, decisions of the Cabinet of Ministers and certain ministerial rules. It instructs issuing bodies to transmit copies of their normative acts to the Committee within ten days of adoption, describes record-keeping and retrieval arrangements, and provides for the Committee to maintain legal information funds. It is signed at the end of the publication by the Committee chairman, U. Imaev.

Historical research significance

This regulation indicates that the Republic instituted a formal centralized procedure for registering normative acts. Identifying the register or the legal-information funds administered by the National Committee for Legal Reform could provide the basis for locating many missing presidential and parliamentary documents. Whether such a register survives and where it is held remain open research questions.

Archival note

The document has been reproduced from a contemporary institutional printed collection rather than an independent signed original. The publication date, the original directive date, and the distinct status of its attached regulation are recorded separately. This catalogue entry does not prove that every provision was subsequently implemented in practice.
