Historical qualification and verification

The decree is part of the 1993 constitutional and institutional confrontation. The original printed text also references the presidential decree of 17 April 1993, No. 22. Publication of a presidential order does not by itself establish uncontested legal validity or implementation of the measures.

Further verification priorities include the original signed decree, administrative registration, contemporary press references, and evidence of implementation.
