Summary of the published text

This decree assigns to the President exclusive competence to appoint or dismiss law-enforcement department chiefs, deputies and subdivision heads; department chiefs must submit their proposed structures, staffing and appointments for presidential approval. Oversight is entrusted to presidential adviser U. Alsultanov.
