Ichkeria Digital Archive — CHRI-0202. A presidential decree attributed to Aslan Maskhadov, preserved in a later social-media screenshot. The text is a significant historical documentary lead. Neither the physical original nor the signature and stamp have been independently authenticated. The record documents the attribution and contemporary context, not a conclusion about individual criminal responsibility.

Contents of the reproduced text
The document responds to the dissemination on Chechenpress of an allegedly false presidential decree No. 627, dated 5 March 2004, concerning the appointment of Usman Ferzauli as first deputy foreign minister, together with inaccurate descriptions of the offices held by Akhmed Zakayev. The following summary describes what the reproduced text states:
- It orders a severe reprimand with final warning to Akhmed Zakayev, Minister of Culture, Information and Press, for negligence and insufficient oversight of Chechenpress.
- It removes Zakayev from his concurrent role as head of the Chechenpress State Information Agency.
- It instructs Prosecutor General M. Magomadov to initiate a criminal case into the alleged forgery of a state document.
- It provides for entry into force upon signature.
Important distinction: the reproduced decree does not itself identify Zakayev as the person who forged the purported No. 627. A disciplinary reprimand over the agency’s activity must not be presented as a judicial finding of personal document forgery.

Contemporary and later corroboration
A Caucasian Knot republication of a 12 August 2004 Kommersant report describes a controversy about the publication of inaccurate presidential decrees on Chechenpress and refers to an earlier disciplinary reprimand of Zakayev in connection with a separate allegedly false appointment. This provides contemporary context but does not independently authenticate every feature of the reproduced No. 628.
A 2022 retrospective discussion cites a scanned decree No. 628 dated 29 July 2004. This is a politically situated secondary account and its interpretation must be kept distinct from the four operative paragraphs visible in the reproduced text. A separate Kommersant report of 12 August 2004 covers a disputed government reshuffle published in early August, which must not be confused with this decree.
Open verification questions
Locate a pre-social-media scan or a signed paper original; determine the first publication and transmission of No. 628; identify the genuine No. 627 or its disputed online reproduction; compare the signature and seal with independently authenticated Maskhadov decrees; document any later personnel or prosecutorial action. The early-August 2004 disputed cabinet reshuffle is catalogued separately as research lead ACC-028.
