Historical description
Expressing concern over conflict in Nagorno-Karabakh, South Ossetia and Abkhazia, the President calls for a consultative meeting of Muslim, Christian, Jewish and Buddhist leaders of the Caucasus region in Grozny on 16–17 October 1992. The directive lists proposed invitees, including international religious leaders, and establishes an organizing committee under Deputy Prime Minister Mayrbek Mugadaev. A separate printed annex names 16 committee participants and administrative responsibilities.

Context and unresolved questions
The text is evidence of a presidential invitation and planning measures; it does not by itself establish that the meeting occurred or that the invitees attended. The PDF reproduces both the directive and the committee annex across three photographic excerpts.
