Historical summary
As part of an education-sector reorganization, the directive orders the head of the military housing service to transfer a departmental kindergarten on Lenin Avenue in Grozny from a military unit’s balance sheet to the Ministry of Education, for the opening of a lyceum.

The contemporary printed source gives the full date 5 November 1992; the internal research register previously had only ‘November 1992’. The decree authorizes an institutional transfer and does not alone prove the lyceum subsequently opened.
